i want to know how many rows are in each table in the user tables

Update your stats, look into num_rows.
But this information may always not be reliable.
As the stats get outdated, values of NUM_ROWS are outdated.
The value of NUM_ROWS depends on stats and someone can easily change it using dbms_stats.
