I am facing performance problem

Server show low load average and significant idle
but database is dead slow

statspack output for to wait events are as follows

Please guide me what could be the problem area?
which resource gives problem?

Mostly has to do with dblinks/external procedures.
Isolate the sql using those and try to analyze it.
