By using vi or editor of choice.
Why do you think that a 2nd listener is needed/desired/required?

Very right sir, any modification in the configuration file has to be opened or modified in the editor.

I need backup listener so that if one fails due to some other reason then requested can be listened by standby listener.

I would not worry much about this. I do not understand how you want to do this.
Listener, is just a listener.
How would you expect it to failover automatically? (Unless you have a failover algorithm as in RAC?).
Consider you have two seperate listeners.
If one fails, other will be still listening.
But how will your application know? You will need to manually edit tnsnames.ora (clientside).
So what is the big idea?
Have a good backup of listener.ora (serverside).
If the listener fails/crashes for some reason, start it again.
