Oracle 9i Win XP Pro SP2 + Time Zone problem [message #169910]

Friends,
there was a problem with Oracle 9i on Win XP Pro SP2. My friend tell me that the Time Zone in Windows was not correct and he has changed it to correct Time Zone, but after that the data in the data base was not correct. On 27.04.2006 09.31 h. everything was O.K then he changed the Time Zone from (GMT -08:00) to (GMT +02:00)and the data in the DB go to 23.31 h 26.04.2006 I sow that wen i change the Time Zone from GMT -08:00) to (GMT +02:00) the clock goes plus 10 hours, not minus 10 hours.
Where is the problem or he has made something wrong, that he did not told me?!
