Since FGA policy does not wait for a commit statement for the DML and audit records are created immediately when the manipulation happened,how can I tell if the DML was commit or rollback according to the dba_fga_audit_trail?

Being anonymous transaction, FGA won't tell you the original DML successful or not. It has to be done using regular audit's WHENEVER SUCCESSFUL/UNSUCCESSFUL option.
