I get the above error when attempting to:

connect system/manager from my SQL*Plus session.  However, I have no trouble at all when I need to connect to this database as system/manager from Enterprise Manager.  I compared the tnsnames.ora file with another from a database that is functional...what resolves differently when connecting as system between SQL*Plus and Enterprise Manager??

Do you have multiple ORACLE_HOMES on your client?

I searched and found only one instance of ORACLE_HOMES on my client.
